The attack is a complete fabrication. Open source intel guys track drone attacks every day in real-time, in both directions, trawling Telegram accounts for reports - mostly from civilians - of drone sightings. We get maps every night showing where they are heading (in both directions). The night of this attack there were exactly ZERO reports from anyone towards Novgorod.
On top of that the Russian MoD made there usual report on the nights attacks on mentioned nothing about it, only "adjusting" the report later after Lavrov made the claim of the attack.
That aside, Putin is clearly directing military operations and the ultimate Commander in Chief of the Russian Armed Forces. As such, he's a legitimate target under the laws of war. Also a war criminal.

That doesn't mean Putin didn't promise Trump he wouldn't, of course. He knows Trump will forgive him. Trump likes it rough. He'll just tell himself "that's how tough guys behave" and be deeper in love with Putin than ever.

The full scale invasion literally started with a helicopter assault on the capital trying to take out Zelenskyy. They've tried (and failed) numerous times since, as recently as an apparent drone swarm ready to take out his plane near Ireland.

After I wrote this, Trump has publicly stated that Ukraine did not attack Putin's residence. Does that mean that the U.S. is delivering Tomahawks again?

I'm not quite sure of the situation but I believe the announced halt was not a matter of supply, but rather of US oversight (i.e. permission) for their use, as I also gather is the case with ATACMS. I can't find anything publicly announcing whether Trump's declared withdrawal of permission is still in place, but since he now says the cause of it was a false report, I suspect not.
