Neither Vice President Dick Cheney nor the hunting partner he accidentally shot last weekend purchased the $7 hunting stamps required under state law, Texas Parks and Wildlife officials said Monday.

In its report, the state agency that oversees hunting and fishing said it found neither Mr. Cheney nor Mr. Whittington had purchased the game bird stamp required to hunt quail in Texas. Both had valid hunting licenses, Mr. Cheney's a non-resident license.
The agency, in a release, said it has not been uncommon for game wardens to find hunters in the field without the required stamps since a new law took effect last Sept. 1. In those cases, hunters have been given oral warnings in lieu of fines or other penalties. Officials said that's common practice for up to a year after such a new law takes effect.
The statement said Mr. Cheney will get a similar warning citation, and there'll be no fine or other penalty.

There are a few things that surprised me about the details of the shooting and I was hoping some of the JREF gun wackos could provide some more details.
1. 28 gauge shotgun: Huh, I had heard of 12 gauge and 14 gauge but 28 gauge, what is this? Is this a lot smaller than a 14 gauge? How common are these things? Why would somebody use a 28 gauge instead of a 14 gauge?
2. damage done at 30 yards with bird shot: Apparently some of the shot penetrated enough flesh to lodge in the heart. Is this a surprisingly deep wound given the distance? What would be the maximum bird killing range of a 28 gauge shotgun with lead shot and iron shot for the commonly used bird shot gauges?
3. lead versus iron shot: It surprised me that lead shot was still widely used. I knew it was restricted for some kinds of bird hunting, but I didn't realize it was still standard for other kinds of bird hunting. Is there a trend toward being more restrictive about the use of lead shot? Are there any dangers from lead shot that is accidentally eaten from a bird killed with lead shot.
4. How easy is it for an accident like this to happen? Did Cheney probably make a serious mistake or is this just the kind of thing that happens? Did the twilight conditions probably contribute to the accident?

Time line question: The guy was shot at 5:30 pm. One source said he didn't get to the hospital until 8:30 pm. Any details on this available?
What do people think the chances are that Cheney was drunk at the time of the shooting? drunk being defined as a BAC ov .08 or above. My guess is that there's about a 50% chance that the delayed reporting was done to eliminate evidence of some alcohol consumption and about a 25% chance that he was actully drunk.
