You can create one whenever you want to, and it will last 3 days. You can do not only ordinary-user stuff in it, but also admin stuff.

And of course it could be changed by a consultation and vote - that's pretty much true for anything. Microsoft could change its name by a consultation and vote of its shareholders. But again, why would they?
