What to do with people that murder pets?

I very much appreciate it. I'll remember you for when I actually DO make a mistake.
Unless you were speaking figuratively, you did make a mistake. Humans are not more evolved than other (currently living) animals. There is no evolutionary ladder, with some creatures being higher up than others. If two organisms are alive at the same time, they're equally evolved.

A friend of mine accidentally parked her car across someone else's driveway. She went to an appointment and when she came back the owner of the house had covered her car with toilet cleaner. The entire car had to be taken apart to clean it off, and the car had to be repainted from top to toe. The bill was R50 000 (if directly translated into dollars, about $6200.)

Yes, my friend was careless but there are civil ways of dealing with community problems. The home owner could have called the traffic department to have the car towed, for example. Same goes for this situation. If we can't deal with problems in a civil and socially acceptable way, well, then we're still behaving like two year olds, only with real guns instead of plastic ones.

Just curious as to how someone does that? Does she commonly park by accident? I hope she doesn't drive by accident.

Yikes.
Someone upthread compared the murder of pets to cats murdering critters. Basically, why not murder cats, if they themselves murder rabbits and birds?

So I replied, we are supposed to be more evolved, which was your cue to go at me.

Nice to see the whole intoduced species things mean nothing. What should we do to Australia for killing cute widdle harmless bunnies by the pile? Clearly some sick twisted dangerous people dI'd that.
