5% NATO spending is, actually, stupid. If actually implemented, Europe would soon have a bigger and better military than the US.
The problem Europe has is a lack of troops - without them, it kinda doesn't matter what expensive toys you buy for them.

US spending is high in part because they need to project globally. Most NATO members only need to focus on Europe and, as you say, would have a more effective conventional military in the European theatre than the US.

Well military spending can also include training, increasing the size of professional army, or shift to conscription.
