Trump signed two executive orders on May 5. The one titled “Regulatory relief to promote domestic production of critical medicines” I scored as +1 because coverall I don't see anything particularly alarming in it. “Improving the safety and security of biological research” was a tougher call. It puts "gain-of-function" research [Wikipedia] into the spotlight, which can certainly be dangerous because sometimes it allows of viruses to infect additional species as part of researching vaccines. Normally I would have scored this as 0 but I came across the term "commonsense" in its text, so that's an automatic -1 unless it can be shown otherwise.

Miller, and everyone playing trump's game, don't make statements based on reality, they make statements to influence opinion. It's flooding the zone and it's deliberate.
