Great way tomake your armed forces better that, pulling out of programmes to give soldiers the training to better deal with diiferent crises.Pentagon moves to cut U.S. participation in some NATO groups
The planned reductions to parts of the alliance’s force structure and some advisory groups mark the Trump administration’s latest move to scale back military investment in Europe’s defense.

Rather than withdraw all at once, the Pentagon intends not to replace personnel as their postings end.
"They are certainly words... well, mostly words""Dumb" means unable to speak. That certainly doesn't apply to Trump.

While it's government debt is at ~120% of GDP, the USA is not particularly loaded with the far more dangerous private debt. Household debt has actually been falling and is down to 67% of GDP.Problem for the US is that it's so loaded with debt that it needs the dollar to be the world's currency to keep the interest rates down. Because no matter the source of the debts, there is still a level where it becomes unsustainable to issue more.
I think it's a lot more complicated than that. And if the rest of the world weren't propping up the dollar by holding huge gobs of it and US debt, the country would have blown past it decades ago.
