The only way to satisfy the condition, Roe v Wade is overturned, is if the supreme court issues a new ruling that overturns it. What Texas has done is something else. Texas is attempting to work around the restrictions placed on them by Roe v Wade, which is still very much in effect in Texas.
Sorry, there was a bit of hyperbole there. Another way to overturn Roe v Wade is to amend the constitution such that it obviates the ruling. Depending on exactly what points of law the ruling rests, it may also be possible to legislate the ruling into irrelevance.
But no, a state government cannot overturn a supreme court ruling, any more than they can abolish a federal law.
