It's definitely weird, but it doesn't appear to be the same kind of thing as Mitch McConnell does.
With McConnell, he seems to freeze and go bug-eyed. With Trump it looked like it was deliberate or at least not from some kind of mental effects. When I saw the video, I assumed someone else had put the music on which made me think it was commentary on his mental state, but the fact that it was part of the speech makes me think the pause was deliberate as well.
