By "toughest" I mean, which President could have kicked some ass in a bar fight? You'll generally have to consider them in their younger years, since they were all older men when they were actually in office.

I'll start by suggesting Gerald Ford. He was quite the athlete when he was young.

Andrew Jackson

Jackson refused to shine the boots of British officer during the Revolutionary War and Jackson got hit in the head with a sword for his insolence.

Later on, Jackson got in duels with people who insulted his wife.

Jackson was clearly not the sort of person who would back down from a fight.
 
Roosevelt got shot by a would-be assassin and instead of going to the hospital gave a 90-minute speech.

And I'm pretty sure that assassin was a bear.

IIRC correctly he fought and won the battle of New Orleans after he heard a peace treaty had been signed. He felt it was a waste to have marched all that way only to not attack the french. On the march back he walked so a wounded soldier could have his horse.

Jackson was the original BAMF.

FDR - Did you ever see those braces he wore? Like something out of the Inquisition. The fact that he could even seem to "walk" was amazing. He upper body strength was astounding. He would hold on to someone's arms for support, usually one of his sons. The sons arms would be black and blue afterward.

I think it was the french general (word had reached him faster by sea) that told Jackson when his troops arrived and in turn jackson demanded the french surrender. Well the french thought this was insulting seeing as how they were not at war and Jackson thought it was a good excuse to go to war again.

Jackson fought the British not the French at New Orleans.
