Why would you put anything in a place KNOWN as 'Flash Flood Ally'?

Because the land is flat and cheap and next to the river. The valley where I grew up was a good example. The cheap land next to the river was bought by building developers and housing built, at that time significant floods were predicted as a 1:100 yr event. Now with global warming they are more common. All the old villages are placed halfway up the valley sides out of the flood plain.
To clarify, the part of the Texas hill country that's known as "Flash Flood Alley" is mostly not flat at all. That's why it's known as the Texas hill country.

Much of the hill country land that's flat enough to farm or to build on lies within narrow river valleys. If those valleys had wide flood plains, the rivers wouldn't rise so high when they flood. If the hills weren't so hilly, rain wouldn't drain off of them as fast, and the rivers wouldn't rise so quickly.

In the western half of Texas and some other parts of the southwest, there's an old joke that goes like this:
Man from elsewhere: Is it always this hot?
Local: No. It probably won't be this hot come January.
MFE: Is it always this dry?
Local: No. Most years, we get about 18 inches of rain. You don't want to be out and about on the day it falls.
There's a lot of truth in that joke. Unfortunately.

Biden didn't cause this flood, and Trump didn't either, but Trump's Destroyers of Government Efficiency (DOGE) may deserve some blame.
The two Texas NWS offices most closely involved in forecasting and warning about the flooding on the Guadalupe River — Austin-San Antonio and San Angelo — are missing some key staff members, but still issued a slew of watches and warnings about the flood danger.

The question is whether the warnings reached who they needed to reach.

Tom Fahy, the legislative director for the NWS employees’ union, told CNN that while he believes the offices had “adequate staffing and resources,” the Austin-San Antonio office is missing a warning coordination meteorologist — a role that serves as a crucial, direct link between forecasters and emergency managers.

This vacancy in the Austin-San Antonio office, along with other key roles, were the result of early retirement incentives offered by the Trump administration to shrink the size of the federal government, a NOAA official told CNN.
Furthermore, Trump has proposed a budget that
seeks to eliminate all of NOAA’s weather and climate research labs along with institutes jointly run with universities around the country. The entire research division of NOAA would be eliminated under the proposal....One of the NOAA labs slated to be shut down is the National Severe Storms Lab in Norman, Oklahoma, which works to improve flash flood forecasting among other hazards from severe thunderstorms.

It's reimagining TACO as a positive rather than a negative. What if Trump wasn't just throwing up absurd tariffs? What if he wasn't just abandoning NATO and Ukraine? What if he wasn't just slashing vital jobs in government services to make short-term cash savings? What if he doesn't intend to conquer friendly neighbouring countries? Maybe 4D chess Trump just wants everyone to think he's a walking disaster so they'll flatter him and give him what he really wants, to avoid him thinking up some crazy notion to try out on them?

Well, sure, there might be an element of his acting outrageously to make people jump before he backs off a bit, but even if he ends up getting what he wants, that doesn't mean what he wants is smart. For example, it has suited US defence policy very well for generations that NATO can defend Europe against Russia but only with America included. It stops Russia expanding and becoming a greater threat, but also stops Europe becoming self-reliant and rising to become another potential peer adversary. It's not clear that 4D Trump can see any further than "Why are we paying for any of this?" let alone see as far as or beyond that actually being the cheaper option.

Don't forget states like Florida that are revising their child labor laws so kids/young teens can do more agricultural work.

Nope. Costs less all round to just let the food rot. Health care is communism!
 
One of the starkest differences between Trump 1 and Trump 2 is that when he said something crazy during his first term senior members of his administration would try to minimize it or claim people misunderstood. This time they either double down on the crazy or attack those asking them awkward questions, or both.
