As Jay helpfully explained to us, there are already rules in place which trained federal agents are required to follow and which would have completely avoided this situation.

Actually, that stirs something in the back of my mind about possible further liability. Was he doing his job badly, or was he doing something which is not his job? It seems to me it was the former. Whose responsibility is it to have trained that shooter properly, and to have made sure he understood how to carry out his job safely, which he failed to do?

Such dragnet procedures are generally forbidden under the prevailing interpretation of the 4th Amendment. Normally ICE would be able to say they're not restricted because they're only doing civil enforcement of immigration. However, Vance here specifically says they're looking for criminals.
