I don't understand this question.

Suggestion that if storage on the actual body cam is limited, put a larger storage device in the car that automatically backs up the bodycam.

Honestly, storage isn't a problem at all. I'm not really sure where theprestige got that from. You can record like 10 hours of 2k footage and store it on a mini SD card and still have 50%+ of that storage to spare. I think 2K is a less than 12GB\hour. Where I work we had looked into just having constant recording on all body cams but I think it ended up getting shot down in committee because police complained about privacy issues. Which isn't completely unreasonable. I wouldn't like to be on camera\audio recording all day at work either. That would suck.
I can kinda see it being turned off while they're having lunch or something. Maybe don't want talking with their partners about their messy divorces or affairs. But while on patrol I don't think it should ever be turned off.
I'm not a tech expert, but it seems like bodycam footage can be live-streamed to a cloud so there's still a lot available storage on their device. They may have small storage capabilities on the device, but everything will still be available elsewhere.

Sheer nitpicking for me here, but you wouldn't want to live-stream it as bad actors could tap into that stream and use it to do things like ambush police. You can get a standard gopro with 128 GB and record a whole day camping, hiking, doing other outdoor ◊◊◊◊, etc. so storage is never a concern.
