I dont think any governor would have refused and turned the trucks back at the border.

The president of the worlds super power can get bottled water to a city its not mission impossible. It could have easily been done even without the military if you must. He could have even used it as a excuse to give Halliburton another billion dollar no bid contract. If the most powerfull man in the world really wants to give people water it gets done period.

New Mexico Gov. Bill Richardson offered Louisiana Gov. Kathleen Blanco help from his state's National Guard on Sunday, the day before Hurricane Katrina hit Louisiana. Blanco accepted, but paperwork needed to get the troops en route didn't come from Washington until late Thursday.

Bush had the legal authority to order the National Guard to the disaster area himself, as he did after the Sept. 11, 2001 attacks . But the troops four years ago were deployed for national security protection, and presidents of both parties traditionally defer to governors to deploy their own National Guardsmen and request help from other states when it comes to natural disasters.

Now, since I'm not posting actual legislation that states the law about the National Guard, I'm willing to admit this reporter could be wrong. So, if anyone has some actual legislation that says Bush actually "couldn't" order them, I'd LOVE to see it. Because frankly, I find that absurd.

And there is plenty of blame to go around for local, state AND federal governments. But the fact is, Bush is President, FEMA and its head (nominated by Bush) have the primary responsibility for responding to natural disasters, and they failed. No amount of "Not me not me," by Bush or his supporters are going to change that.
