I'd say if it looks like a terror attack, using explosives and a vehicle, combined with hateful graffiti, it's a terror attack.

I see the imam has graciously referred to the perpetrators as criminals. I'm not seeing a difference between criminality and terrorism here, although the death count appears to be zero, which is an improvement on most terrorist attacks.
