I am making no such claim. I merely posted Ashcroft's statements regarding the newly surface memorandums, prefaced with the phrase "For what it's worth..."

Personally, I don't think Ashcroft's statements are worth a whole lot, and if you know my posting history here, I'm not one to defend the current administration's policies (or the resident Bush apologists like Rikzilla).

This was not Iraq....so how could they be isolated incidents unknown to the higher ups? Rik?

Because isolated incidents not involving 'higher ups' is exactly what they are until you or somebody gives credible evidence to the contrary.
