Does it flow like that all the time, or is it a periodic release from a dam, or some such thing? Because that looks like a hell of a current!

Usually there will be flooding upriver after a heavy rain, and they have to open it up manually and let 'er rip!
This video shows how the channel for the standing wave comes to be. The channel bit starts around :30, gets boring for a while, then picks up again around 1:30.
