I heard the Spiricom tapes were actually the result of a mind study.

Is anyone familiar with this and how it worked?

It didn't work. No one could get it to do anything the Spiricom people claimed it could do. If anything it picked up radio frequencies.

There is a lot of information on it on the forum if you do a search for "Spiricom".

It's woo.

Hope I'm not going above anyone's head here, but if you understand technical drawing and schematics it shouldn't be a problem... I've attached the 'Spiricom 2000' spec sheet below:

I'm not saying the Spiricom machine worked, I'm talking about the mind control study.
What was the purpose of so-called conversations with Dr. Mueller and all the drama with that.

Yes. Apparently some wacknut who believed the dead can communicate with the living constructed an electronic rats nest - the heart of which was a 29 Mhz FM radio receiver. When he started hearing voices through the speaker (who were using technical jargon and discussing the pros and cons of various radio circuits) he assumed it was voices of the dead. 29 Mhz FM is, of course, an amateur radio frequency.

PS: I don't know what "mind control study" you refer to, but there are tons of pseudotechnical delusional bullcrap published here about the so-called theories of the Spiricom dude. I especially enjoy his arguments for why there is no such thing as "matter". :)
