In Afghanastan? Sure.

DOes the President have the authority to storm a house of a US citizen if they believe there was a shipment sent from someone suspected to be al qaeda without judicial oversight? No again.

That's not the question we are faced with, though. The President is not asserting the authority to target US citizens for intelligence collections.
