I tried to get a better handle on what the decision-making process would be by reading Mr. Barry's book on the influenza outbreak in 1918. I would recommend it.

Actually, I caught an exhibit of the 1918 flu outbreak in Philadelphia on a visit to the Mütter Museum once. I never realized the dismal casualty count would necessitate burying victims in a large mass grave. My wife's grandmother (who is 96) also remembered the nursery rhyme that became popular during that epidemic. It went something like:
"I had a little bird by the name of Enza
I opened up the window and out flew my bird,
but I left the window open and
influenza.
Obviously a warning to a child against the dangers of microbes.

Back to your suspicions, Demon; I was unaware that Bush traveled to the NORAD facility in Denver (yes, it's deep inside a mountain) and I can only guess at the reasons he thought it best to issue a statement from there. Being a suspicious type and generally mistrusting of large defense corporations, it seems to me like the plot to a James Bond movie. Still, the anticipation for the eventual outbreak seems almost opportunistically jovial. Of course, the majority of America won't be breathing filtered, purified air.
