Just Say No set the country back thirty years, diversion and treatment programs only work when the addict wishes to get sober. We hand out needles to make using the heavier narcotics easier to use. The result is we've reinforced the market the Mexican and Colombian cartels exploit.It digusts me to say it, but Trump to a degree is right, the drug cartels are a huge problem in Mexico. In some areas, they seems to be an "overmighty subject" that are more powerful then the government. Think Sicily during the heigh of the Mafia;s power.

How long did New Coke last? When was the last time you or anyone you know drank a Zima? They're gone because nobody bought them. The solution to the cartels isn't force, it's better marketing. Kill their market, they move onto other things. But that will take real work, and nobody in the US at the federal or state level wants to really work on this problem.
And SOF and DEA FAST teams have operated in Mexico and Colombia going back to 1985 after DEA agent, Kiki Camarena was kidnapped and murdered. The 7thSFG and 193rd out of Panama conducted operations in Colombia and Honduras. And again, we had specific reasons, and clear legal justification to hit those targets, often working with local military forces as cover, and with full permission of the local governments. This why the cartels in those countries don't mess with the DEA operating in those countries beyond keeping them under surveillance. This goes back to doing things the right way, as opposed to the Trump way. The US can do icky thing as long as works well with others, and at least makes the effort to look like we're playing by the rules.
