That's why they have made so much effort to insist it was the DOJ just arresting him on a warrant. They were just being protected by all the military.

MILLER: The US is using its military to secure our interests unapologetically in our hemisphere. We're a superpower and under President Trump we are going to conduct ourselves as a superpower. It's absurd that we would allow a nation in our backyard to become the supplier of resources to our adversaries but not to us.

Sure. I can give you chapter and verse.

1907 Hague Convention on the Opening of Hostilities, ratified by the United States on 27/11/1909 and still binding.

Article 1:
The contracting Powers recognize that hostilities between themselves must not commence without previous and explicit warning, in the form either of a declaration of war, giving reasons, or of an ultimatum with conditional declaration of war.

Article 2:
The existence of a state of war must be notified to the neutral Powers without delay, and shall not take effect in regard to them until after the receipt of a notification, which may, however, be given by telegraph. Neutral Powers, nevertheless, cannot rely on the absence of notification if it is clearly established that they were in fact aware of the existence of a state of war.

Articles 3:
Article 1 of the present Convention shall take effect in case of war between two or more of the contracting Powers.

Article 2 is binding as between a belligerent Power which is a party to the Convention and neutral Powers which are also parties to the Convention.

The rest of the Convention is mostly administrative:

Articles 4 and 5 outline how this Convention shall be ratified, and affirm that non-signatory powers may also adhere to the Convention, as long as the Netherlands government is informed in writing. Article 6 outlines how and when the Convention shall come into force.

Article 7 interestingly outlines how a government may denounce the Convention and in effect no longer be bound by it, which I'm willing to bet Trump hasn't done because he doesn't give a ◊◊◊◊.

Article 8 describes how the Convention will be registered with the Netherlands government and contains the signatures.

Note that I didn't know this until I went and looked it up, which was very easy to do. @theprestige has been teaching me quite a bit about international law recently, and for that I am grateful.

A formal declaration of war carries certain legal obligations and responsibilities that he just doesn't give a ◊◊◊◊ about.
Well, right. Why bother with that when he can get the job done quickly? Keep the target unaware. No occupying territory. No nation building. And no profligate NGOs.
