They define legal terms. Anti-Semitism is not a legal term. Its a social construct.
 
I see Netenyahu's current plan is to set up Reichskommisariat Gaza, hoping that it will get around the sheer illegality of his regime and allow him cover to continue his holocaust.

I'd say it's a term with a legal precedent for interpreting it a certain way in certain circumstances. This distinguishes it from terms like estoppel, or habeas corpus, which are terms of art with specific definitions within the practice of the law itself.

The court isn't saying, "this is what anti-Semitism means, now with the force of a court ruling." The court is saying that this particular court, in this particular instance, finds a particular definition or interpretation of a common English word to be reasonable. Other courts may come to depend on this precedent, but it's not guaranteed. And wouldn't make it a truly "legal term" even if it did become a prevailing precedent.
 
The hell with both the Current Bibi Government and HAMAS. I cannot see things gettign better till both are gone.

One of reasons I have come to dislike both Isreali and HAMAS Partisans is both will do or say anything to justify and action their side takes.
