Did you end up finding it? The only hits I get back are references to the paper, but not the paper itself.

I have a hard copy of the conference paper, but the photographs are barely legible due to photocopying, unfortunately. I'd be surprised if the author even still has the original since it's 24 years old, but it wouldn't hurt to ask him.

That version as much better quality figures, so you can actually read the labels. It seems they are indicating the number of studs intended to be installed along each beam and girder, rather than labelling the beams as studs, as I originally thought, based on the lower quality figures.
