I always assumed that it was some kind of magnesium or sodium mixture.

To digress a little, once ordered what I thought was the Indian restaurant version of “Jalapeno Poppers” batter dipped and deep fried chili peppers; AHHHHHHHHHHHHHHHHHHHHHHHHHHH “take another bite” AHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHH

Why vinegar?

Well, find out what substances need acetic acid to put them out, and you're on your way to finding out the composition.

Why vinegar?

Quicklime is strongly basic, I think, so perhaps they could use vinegar to neutralise it and spoil the mixture. Might stop the fire getting worse?
