This is a logo designed by the German police force for the coming 2006 soccer cup in Germany. It's actually a smiling socccer ball wearing a police hat, but the location of the black patch makes it appear like a certain well-known German politician from the 20th century. And of course, it just had to be spinning the world on its finger...

(It is obviously unintentional, just a bit odd...)

Hmmm, maybe, but my first thought was that the pentagon shape black spot made his nose look kinda like a pig snout.

It's the white patch on the black pentagon (presumably meant to show light reflected off the shiny leather surface) that gives the rest of the pentagon the appearance of a mustasche. If it was a solid black pentagon, the appearance would have been much less striking.
