It takes 2/3 in both chambers to override a veto. 3/5 in a given chamber to ensure cloture. 50%+1 to pass legislation in either chamber or choose a President (House) or Vice President (Senate) in the event that the States really screw up.

Correct except that some legislation..Constitutional Amendments for instance...takes two thirds to pass. And then it has to go to the states for ratification.
