Where does it say that a proposal for Boris to be the next leader needs Boris' own approval? It just needs two proposers AFAIK.

And that's it. I didn't credit Boris with the strategic smarts to hold back. He pictures him being dragged into the leadership sometime in the future, with maidens scattering rosebuds before him. And he might just be right.
