China launches new project in 20 cities to build 'new era' marriage, childbearing culture

I don't see any admissions that the CCP got the one-child policy wrong, of course.
Changing to a new policy doesn't mean the previous policy was wrong.

Different times, different circumstances, different goals.

There's certainly arguments for it in terms of a modernizing/reform era. Don't stress the food supply before agriculture is revitalized, don't flood the market with idle labor before building up manufacturing infrastructure, etc.

If there was ever a case for the one child policy, it expired long before they got rid of the policy.

People often discuss China's government as if they're playing some long game master plan, but they aren't. They never have been, under communist rule. It's always been impulsive short-term thinking, and it still is. Even the stuff that looks like long-term planning is still dictated by short-term considerations, and often turns out badly as a result (see: high speed rail).

In addition to the problems already pointed out, the one child policy led to dead girl babies in the country side. The peasant farmers wanted boys and not girls. They did not have the medical facilities to check the genders before they were born.

Whatever happened to Qin Gang?

Still no sign of Qin Gang as China says foreign minister has been replaced

Beijing announces former US ambassador has been removed from office after speculation about his whereabouts

Chinese foreign minister mysteriously disappears, isn't seen of or heard from for a month, then the government announces that he's been replaced by his predecessor? Nothing at all suspicious about that. No, indeed. Not even a little bit.

More:

Not long after Qin Gang was removed as China's foreign minister, records of his time in office were deleted

If China's foreign minister job had a probation period, Qin Gang might have been able to make a graceful exit.

But when Chinese President Xi Jinping signed an official decree on Tuesday, the senior diplomat — who had been in office for only 207 days — became the shortest-serving foreign minister in the country's history.

An hour later, China's Ministry of Foreign Affairs deleted everything about him — including his profile, speeches and activities.

Furthermore, his short stint in office wasn't even mentioned on the list of former foreign ministers.

He became a man erased from history by the Chinese Communist Party (CCP).
