First of all, I don't have any idea what "quantum consciousness" means. Second, wavefunction collapse is not a physical event. The wavefunction is an abstract mathematical tool for predicting probabilities of events occurring. Your question presupposes the metaphysical claim that the wavefunction directly represents whatever the true "ontological existent" is. This may or may not be true. Since it is a metaphysical, rather than a scientific claim, I am not going to waste my time speculating about it.
