Sometimes a warrant looks legal, but turns out to have been procured without probable cause. Often that cannot be determined until there is a hearing where the agents who obtained the warrant explain to a judge the basis for the warrant and the defendant gets to examine them on that basis. When the warrant is initially obtained, the judge has to take the agents' allegations at face value.
