All candidates of parliamentary or presidency elections, as well as candidates for the Assembly of Experts , have to be qualified by the Guardian Council in order to be able to run in the election.
There is no battle. The religious Guardian Council rules Iran.
There are people in Iran, lots of them, who wish their government were not dominated by the religious, but politically there is no such "battle" between the religious and the secular.
