Not really. It is just only really relevant when the war is occuring within the country, which (fortunately for Americans) hasn't happened in a really long time.

With the possibility of a cultural war, I'd like to keep my guns. Those dang christians seem to be turning the gov't more and more into a theocracy, they will soon cross the line where only forceful removal will be the only viable option to stop them.
 
Mostly that came from the People's memories of British troops being foribly quartered in Colonist's homes prior to the Revolution. Suppossedly the Brits paid for the services, but I imagine having several British privates, or as Lord Wellington so quaintly called them "the scum of the earth" might be a bit hard.

So the framers of the Bill of Rights wanted to make sure that didn't happen again. So far, never has, IIRC.
