Freckle (rock)

A friend of mine was told that a freckle is an indication of 'permanently damaged skin'. I can't find anything online that substantiates this. Is there anything to this claim, or is it, as I suspect, a silly, subjective piece of derma-woo?
 
I thought it was a localised area of increased pigmentation (melanin). Freckles can increase in number upon exposure to sun but I don't see how that is damaged, unless they are confusing this with melanoma.

If this is the case then I am “permanently damaged” from head to toe.
