Do you mean dragging a file/folder out of another folder, thus preventing others from accessing it?
If you are using XP (maybe 2000 or NT, I dont have experiance with these), then there should be a way to set permissions on folders, simply give yourself or an administrator read/write access, and give everybody else read only, so even if they drag the folder away, the original will be untouched.
