Governments did secretly create the entire UFO issue: inadvertently, by secret weapons testing programmes during the cold war. A fast plane goes over high up: people report a UFO. It didn't suit the various governments involved in this to say "that wasn't an extra-terrestrial, it was our secret new 'plane", so they let the stories go uncontested. Simple.

It's not that complicated an idea really. You have secret military technology you test and it gets spotted. The easiest thing to do is just spread a little disinformation and let the nutters go crazy with it. This is especially true during the 40's, 50's, and 60's since sci-fi was really taking off and the idea of aliens and space was everywhere, making it that much easier to use disinformation of this sort.

This aids you in at least two ways. First, virtually every sighting gets chalked up to mis-identification of aircraft or natural phenomena, hoaxes, cranks, or wishful thinking. You can play off everything, even the real sightings of your secret aircraft, as unreliable, meaning you never have to admit any testing or give up any intelligence to the public. Second, if there is a hundred reported "sightings" for every real sighting of the actual military aircraft, then it would be real hard for foreign intelligence to sift through the garbage in order to evaluate which sightings are credible and which aren't. That makes it that much harder to gather intelligence on what you are doing and what the actual capabilities of your aircraft might be.

UFO watchers hung about near test facility. The UFO myth discredited them. I guess some "Federal investigations into aliens" were more investigations into people photographing test flights, or Soviets hanging around with UFO nuts to get close to test sights.

Best excuse I've heard for this is that the anti-gravity drive on ET spacecraft generates some sort of electromagnetic field that causes photos of UFOs to turn out blurry and indistinct, hence why all the photos and videos purporting to be UFOs are such low-res blurry mush.

True believers in the fringe can always churn out ad hoc excuses for the lack of or poor quality of the evidence that should be supporting their theory.
