Vulnerability of the internet to deliberate physical attack

In the last year there have been more than a dozen attacks on internet infrastructure on the US west coast, leading to outages, slowdown and other disruptions to service in California and Washington state.
The attacks go beyond simple vandalism and appear to deliberately target specific backbone cables, requiring access to cable ducts by persons dress as utility workers. Who is responsible and why the attacks have occurred is, as yet, unknown.

I clicked that first link and the article was cut off about half way down the page. No doubt it was due to a physical attack on infrastructure...
 
Are some Luddites opposed to bombing infrastructure on the grounds that bombs are too-sophisticated a form of technology?
