Do you know if there's a way to force only one instance of Windows Volume Control?

Can you be a bit more specific and perhaps give the reason you are trying to accomplish this? There may be another way to resolve the issue you are facing.

The problem is that I often accidentally open volume control from the tray when I have it already open in the task bar. So it would be nice to force only one instance of it (the running instance would pop up instead of another one being created).

Assuming that you are using Windows XP, you can remove the volume control icon from the system tray by going to:

Control Panel> Sounds and Audio Devices

On the Volume tab, uncheck the box that says "Place volume icon in the taskbar".

This will prevent you from accidentally clicking that icon again.

You may find it a slight inconvenience to open the volume control from then on but it really isn't that big a hassle. You will just need to go to Control Panel to open the volume control initially. Once it is up and running, you won't have to mess with it again until you close it or reboot.

If you wish the active volume control to reside in your system tray instead of keeping it minimized to the taskbar, you can use a free utility like Icon Corral to accomplish that task.
