VA's atheist headstone marker

Was drawn to the VA's cemetary website after a soldier wanted a Wiccan symbol that the VA doesn't allow. Anyhow, they list the various headstone markers available for deceased soldiers and found this symbol for atheist. The symbolism is evident but does anyone know who came up with the design?
