UK - Pensioner incomes 'outstrip those of working families'

Easiest way is not to have any inheritance tax. Let people inherit say up to the average annual salary and leave it at that.

Do people in the UK not buy life insurance policies for themselves to help protect their children from the financial calamity of dying early?

I don't know the figures but people who would face financial calamity in the event of a death of a loved one probably either can't or don't tend to budget for insurance.

Every life policy I have ever had has been provided by my employer. When I have been unemployed or not had it provided through work I haven't had cover.

When I say "buy", that could either be as an individual, or provided for by the employer...
