Discharged from the U.S. Army in 1974, the Arizona dress-shop owner and conspiracy theorist has spent the last 18 years peddling espionage stories and derring-do accounts of rescue missions to forgotten corners of Indochina. Many government officials and reporters have dismissed him as a crank, but Barnes has his following. Now he's bagged his biggest prize yet: Ross Perot, a man with a predilection for conspiracy theories himself. In a recent "60 Minutes" interview, Perot said that he dropped out of the race this summer not solely because he didn't want to be a spoiler but also to foil GOP dirty tricksters. His sources, said Perot, were two unnamed, high-placed Republicans-and one Scott Barnes.

At first glance, Scott Barnes looked like a man with something important to offer: a wide array of globetrotting experiences, for example, and expertise in complex investigations and military disciplines. He was retired, with lots of free time. And he apparently had independent resources.
Barnes popped up recently at meetings of a citizens' oversight committee that is forming to examine SLO County Sheriff's Department policies and procedures. He has in recent months also spent a great deal of time at his own expense looking into the 2002 GHB-related death of Cal Poly student Brian Gillis, a 19-year-old Sigma Chi fraternity member.
In both endeavors, Barnes was making genuine progress. His assistance was welcomed.
He reportedly told Patricia Gillis, Brian's mother, that he was a retired private investigator and others that he was a former federal investigator for numerous agencies including the FBI. He told New Times he specialized in probing the circumstances of suspicious workplace deaths involving youth.

Bankruptcy court trustees are investigating claims that businessman Rob Rossi and the City of Atascadero are concealing assets of developer R.W. Hertel and Sons in an attempt to help the bankrupt home builder avoid paying creditors and taxes.
Trustees began their investigations despite information that the man making the allegations is known to have duped Ross Perot, ABC’s Peter Jennings, and the FBI.
Scott Barnes is infamous for convincing Perot to drop his bid for the presidency due to information Barnes was accused of constructing. Barnes has a resume that includes serving time for fabricating evidence, illegal wire tapping, giving false testimony, and sending government investigators on wild goose chases, according to a Times article.
Nevertheless, Barnes appears to have a real claim against R.W. Hertel and Sons regarding faulty home construction. Along with two other creditors, Barnes forced the financially troubled contractors into involuntary bankruptcy on January 29 in an attempt to recoup a $42,000 debt.
A virtual pittance as Hertel asserted under oath that he personally guaranteed $145 million of R.W. Hertel and Sons’ debt.

Cole was dropping off a County patient to buy groceries and the rear end of her car was situated within the confines of the crosswalk. As Barnes was walking behind Cole's car, she allegedly backed into Barnes, knocking him to the ground. Barnes went to urgent care, where he was diagnosed with contusions on his arm, hand and left knee. Subsequently, he was diagnosed with a meniscal tear in his knee for which he would undergo surgery.
The County defended on grounds that Cole never backed her car into Barnes. Instead, Barnes saw Cole's vehicle in the crosswalk, he became upset, and started pounding his fists on the trunk of Cole's car while yelling at her that she was in the crosswalk. After an attempt to converse with Barnes, Cole drove off and, consequently, Barnes claimed he was the victim of a hit and run.

Lisa Ling, the CNN journalist who hosted an hour-long television feature about life inside the Mongols Motorcycle Club Wednesday Night, published an interesting encounter with Scott Barnes on her Facebook page yesterday.
Ling obviously had no idea who Barnes was. She seemed to take him at his word. She wrote, “Just wanted to post this exchange that I had on FB with a former federal law enforcement agent who says that he, along with the BET – Biker Enforcement Team, incited war between the Mongols and Hells Angels that led to a number of deaths.” ...
Barnes has a long history of telling interested people interesting things they want to hear.
He was briefly famous again in 1992 when he convinced presidential candidate Ross Perot that he was part of a Republican plot to smear Perot’s family. He also convinced Perot that he was part of a covert group that had knowledge of forgotten prisoners of war in Vietnam. Barnes claimed to have found Americans in two Laotian camps and received orders from the CIA to “liquidate the merchandise.”
Perot was concerned about men listed as Prisoners Of War and Missing In Action in Vietnam. The candidate was outspoken about his belief that the United States had abandoned captured Americans as part of a CIA conspiracy involving senior government officials on behalf of the Shan States heroin trade. Perot told the Prescott, Arizona Courier that “Barnes is credible and knows what he’s talking about.”

I can go on all day with this *******, up to and including his testimony before the U.S. Senate where he lied his ass off. Quick summation of the facts - failed as a LEO with two agencies, fired during his probation period. No Vietnam service, approximately one year service in CONUS at Ft. Lewis. It only gets gets worse with this *******.
What I learned through my go-round with this character and what I've learned otj, is that these types of ******** do not have enough character to even be insulted when they're caught out. Any type of attention given to them has the desired effect,
As far as trying to protect other folks from these types of con-men, it's pretty much a lost cause. There are folks that will swallow anything if it props up their world-view, and the facts don't have anything to do with it.
There's nothing wrong with the way you've put things together, but your time and effort has had no better effect on this Miller guy than all of my time and energy I wasted being irate over the **** and the time and energy expended by the writers of these articles, all over the course of the 1980's to date.
These fantasists are untouched by the truth. Throwing truth at them has no more effect on them than a passing breeze. The truth will not make them cease and desist, and it will not make them apologetic.
The time spent being pissed off at them is much better spent doing something positive - following around a scumbag to record their misdeeds doesn't fix anything or make the situation any better for the folks they scam - why waste perfectly good time on ******** like Miller and Barnes?
