Sound editing software.....sort of.....

Does anyone know if there is any sound editing software where you can put the effects in (like echo for example) in real time as opposed to having to edit a saved piece of audio?
 
Any modern soundblaster card (live andup, I'm sure) can add such effects to any playing audio stream - all you'd have to do is play it and record it if that's what you mean.

What I mean is say I want to talk into the microphone and listen to it with some effect while I am talking, rather than recording it on to the computer and adding the effects after. Is there any software with that capability?
 
Is this for a live perfomance or vocal effect for a live recording? There are some really great outboard vocal FX boxes that don't require a computer and are not all that expensive. Real time FX on a computer is hardware intensive and can get expensive.
