I have been trying to wrap my head around the views of conservatives and how they see dealing with the poor and people who fall on hard times. For the purposes of the poll, basic needs are food clothing and shelter.

Just to clarify, you're talking about a safety net wrt to these things. For the first poll option, just the "guarantee" of these minimum basics and not the government simply providing food, shelter and clothing to everyone regardless of need.

The issue of universal healthcare is quite different. There, I'd want the government safety net to provide a minimum standard of healthcare access to everyone.

Yes, I didn't include this in my last poll and you caught this. Ultimately, what I'm interested in if conservatives feel that all the poor can be cared for with less government or if they feel that it is simply an impossible task to create societal structures to ensure that no one will go with out food, shelter and clothing. (I'm assuming the opposition to government social programs is not based on a crass calculation to preserve ones own interest.)
