The people passed two refererndums upholding term limits for elected officials in NYC. now the city council is supposedly going to over turn these referendums.

arent these two referendums...laws? how can the city council just do away with them?

I really don't know anything about the particulars of how referendums work in New York, but the city council is a legislative body, so doing away with laws is one of the things they do.
