He measure the dark matter of the universe to do so and saw enough to warn India where a panic was caused the other week. But why didn't he warn about the actual quake?

Well, that and his asinine method.
My knowledge of scalars was that you couldn't cross them with vectors, so I googled, which I recommend not doing, because it was scary. Nevertheless, wikipedia helped me out and I understand "resonant scalar energy" even less.
The whole article is here. I found it while trying to google news articles about Australia's embassies and the tsunami.
...While he saw signs of Sunday's magnitude 9 quake, Park said, he had too little information on its location "to give a heads-up." When he saw signs of a major follow-up, he wanted to quietly warn scientists to prepare. Park says he never meant the public to hear about an imminent disaster.

Park said Thursday's panic probably would worsen the skeptical reaction he gets from mainstream scientists.

Park said he has been forecasting earthquakes for years, since he figured out a complicated new science, "resonant scalar energy." He said the universe is shot through with "dark matter" -- which physicists once foolishly rejected as mythical "ether" -- that transmits resonating energy. Using "atomic interferometers" he built near his home and in his pickup, Park said, he can measure these vibrations and detect certain patterns that show up hours before earthquakes' shaking is felt.
