No, it is not a no. For as long as there is an absence of any evidence these poor migrants could be assumed to be 'Chinese nationals' and no Chinese snakehead gangmasters have been arrested then it is the default deduction.

then sure, I will. However, of course they are not actually going to say, 'Hey we're so thick we believe the 39 dead are Chinese nationals 'cos it goes without sayin' don't it?'

Hopefully he is assisting the police and the whole gang will be taken down. An appropriate sentence would be life, to be served in a shipping container.
