Purely for purpose of discussion elsewhere(sadly involving The Professor),it is stated in the revised MDC rules that Randi may skip the preliminary test providing media and academic requirements are met.
Does this mean no protocol is required either?

Thanks.

I realsie now this may be in wrong forum so MODS if you wish move it.

No.

How would you test something without a protocol?

It might help if you tell us what leads you to ask the question.

I can't post links so; The Magic Cafe in the Stand the Test section, the thread titled, "Is the Million Still There?" (yes, it's gone widely off-topic) near the bottom of page 14.

No.

With no protocol an applicant could perform whatever tired old magic trick is within his limited abilities and claim success. There again, if there's no protocol there's no definition of what constitutes success.

This has always been the case. There are several people for whom it has already been established that there would be no preliminary test. Sylvia Browne certainly, and I think Derek Ogilive's recent test would have paid out if he'd passed. There's nothing at all new about this. In fact, it's pretty much how the MDC started in the first place - Randi simply said he'd pay people some money (originally $10k) if they could pass a test. The MDC in its current form with entry requirements and multiple tests is much more recent than the challenge itself.
