Is the Feynman Stamp site active?

Does anyone know for sure if the site James Randi recommended to support a Richard Feynman stamp (http://www.fotuva.org/feynman/rpf_stamp.html) is still active?

The dates it talks about are 1998 and 1999.

If this is a derilict site, then we'd be better off mailing the postmaster directly than following the directions on the site.

Why Feynmann in particular, anyway?

Don't get me wrong- I'm a fan, insofar as deceased scientists have "fans", but I can't help feeling Feynmann himself would have laughed at the idea of his face on a stamp.
