I'm looking for a program which will allow me to create Windows icons.

I don't know all of the terminology, but I know that there are some icon files which contain (at least) two different sizes of an icon.

I want to be able to create an .EXE or .DLL file containing multiple, multi-sized icons.

Any thoughts on what (relatively inexpensive) utility could help me with this?

Why pay money? Use M$paint.
Set the image parameter size to 32 x32 pixels.
Save as Filename.ico
