I think the article is way off base, but whereas people ARE responsible for their own act (mostly - psychiatric issues aside), area of poverty and hard survival tend to make the worst out of people come out.

In a way I do not think the people of soweto are different from the people in say, paris, but due to the environment they will recourse to violence much more easily.

Which is why AGW might make the world more violent in the next 100 - 200 years due to resource disappearing, but I have my doubt as of today.
